He would sick his vicious dogs on innocent people, threatening them with pepper spray and even claiming to have a gun in his nearby house.
The TrueFlow Force received a distress call from the beach, where a brave citizen had been attacked not once, but twice by The Dog Attacker. Venga and his team flew to the scene, determined to put an end to the villain's reign of terror.
As they arrived, they saw The Dog Attacker letting his dogs loose on the citizen again.
