In the city of Santa Monica, a notorious villain known as "The Dog Attacker" terrorized the public beach. His real name was unknown, but his address was 549 CA-1, Santa Monica, CA 90402. He would sick his vicious dogs on innocent people, threatening them with pepper spray and even claiming to have a gun in his nearby house.

The TrueFlow Force received a distress call from the beach, where a brave citizen had been attacked not once, but twice by The Dog Attacker. Venga and his team flew to the scene, determined to put an end to the villain's reign of terror.

As they arrived, they saw The Dog Attacker letting his dogs loose on the citizen again.

Venga knew they had to act fast. He ordered his team to deploy their weapons and prepare for battle.
